Newcomb Community Chapter

Newcomb Chapter is located thirty-five miles south of Shiprock, New Mexico on U.S. Highway 491. The Chapter was established in 1982 to create local government under the Navajo Nation Resolution CO-47-81. Newcomb Chapter is the 109th chapter to be developed out of a total of 110 chapters servicing the people of the Navajo Nation. The Chapter is part of the Northern Navajo Agency or Shiprock Agency. The Newcomb Chapter recently became the 4th chapter to obtain Local Goverance Certification on June 18, 2004 (Governance Certified Chapter) by the NNC-Transportation Community Development committee. In addition, Newcomb Chapter became the first New Mexico Navajo Nation Chapter to enter into a Joint Power Agreemen (JPA) with the State of New Mexico for direct funding to the chapter on March 29, 2006.

Furthermore, Newcomb Chapter is working on Chapter to Chapter Compact with Sheepspring Chapter and Two Grey Hill Chapter. The primary purpose is to address regional issue/impact and cost sharing of resources.

Results/In- Progress initiatives of Newcomb Chapter utilizing LGA Title 26 Chapter Authority:

1. Successfully renegociated with NM Indian Affairs Department to utilize portion of Powerline Project appropriation to Solar System Units for membership unable to receive electrical services.
2. Currently working with NTUA for small contract for Drop-Line service for electrical hook-up ready clients. This initiative is solely between Newcomb Chapter and NTUA.
3. In progress-work directly with San Juan County government regarding E911 and Rural Addressing.
4. In progress-Chapter to Chapter Compact with Sheepspring Chapter and Two Grey Hills Chapter.
5. Sucessfully passed Newcomb Chapter Audit
6. In progress- Newcomb Chapter as Fiscal Agent for Capital Outlay Projects for other chapters, is in preliminary stage.
7. In progress- Vehicles Purchase utilizing Reauthorization NM Capital Outlay Project(Equipment).
8. In progress- Secured funding for Captain Tom Dam construction with Bureau of Reclammation. Construction will start Spring 2009.

Currently, the Community Land Use Planning Committee is working on Master Plan and strategic plan for economic development.

The Chapter serves the area known as "Newcomb" or "T'iis nideeshgiish." Newcomb derived its name from early traders, whom established the trading post of this area in 1901. Residents also know Newcomb as T'iis nideeshgiish, the Navajo name meaning "Cottonwood grove spreading (from wash)." This is displayed by the several rows of cottonwood trees planted by early farmers throughout the area.

The Chapter serves a total of 2,000 residents, whom
come from a proud tradition of farming, weaving, silversmithing, and raising livestock. The Newcomb Chapter conducts monthly meetings to keep residents informed and give them the opportunity to decide on issues concerning the chapter. The meetings also allow residents to have a forum to express their opinions to their appointed Navajo Nation Council Delegate and Chapter Officials.
